SSG has developed a corporate Climate Change Master Plan (CCMP) for the Region of Peel. The process has involved 10 thematic focus groups with departments from across the organisation, web-based engagement and other strategies. An integrated approach to reducing GHG emissions and adaptation was overlaid by supporting analysis on capacity building, financing, and monitoring and evaluation. An integrated energy and emissions baseline was developed for all corporate assets including office, social housing, police, fire, public health facilities and fleets and a low carbon transition strategy was developed which is aligned with asset management at the region. Deep retrofit pathways were identified for each building in the Region and fully costed using lifecycle costing. Adaptation and resilience measures were integrated into the deep retrofits. Costing analysis and synergies were assessed, for example, the GHG reduction associated with green roofs’ zero emissions energy storage. A detailed implementation plan has been developed that identifies priorities, timing, capacity required, financing and responsibility. Because the low carbon transition is aligned with asset management, the focus is on incremental costs as opposed to total capital costs, improving the financial case.
