SSG supported the City of Toronto in developing a quantitative method (framework) and standard multipliers (coefficients) to quantitatively estimate climate resilience benefits of actions that are being taken to reduce greenhouse gas (GHG) emissions under TransformTO. The analysis included a definition of climate resilience, reviewing existing frameworks related to co-benefits of climate mitigation and adaptation, and mapping the relationships between TransformTO action and climate resilience determinants. The outcomes were a series of quantitative relationships between mitigation actions and resilience impacts. For example, the report explores a quantifiable relationship between increasing active transportation infrastructure and improved health, mobility and reduced household spending on transportation; it also examines a numerical relationship between deep retrofits and storm resilience.
